Web Portal

I need a web portal for schools (high school or secondary and tertiary or university). Basically it should have 3 levels of admin. It should be for subject/course registration, display of results, announcements, login should be by a user name and password. Students should be able to pay for school fees by a PIN and also check results with the use of a PIN too.
